Regarding "Sometimes the gene pool needs a little clorine." Chlorine I presume you meant. Ya, about that, the Nazi's (action T4) and Doctors tried that until the 1970's. Eugenics You have to teach children (they don't magically know science) and make sure the children have proper nutrition (for their brain to work).
